UP - SI OPen North of Sandpoint?

It appears that UP is no longer rerouting trains through Whitefish (Spokane to Sweet Grass). I assume the SI is now open north of Sandpoint after the slip out at Samuals?

Another question... they were using Herzog ballast train equipment. Where would they load the ballast? Aerial photos show something that looks like a pit around Page or Matthews, in the Snake River area. I also noted between the legs of the wye at Sandpoint they had a temporary pile of rip-rap that looked like it was being trucked in and then transloaded to air dumps. Thanks for any replies.
