Whistle PSI Question

Something came to me the other day that I hadnt put much thought into. If you have a single type of whistle, will it sound completely different at higher and lower PSI levels?

The reason I ask this is because I noticed something new. I dont know if you guys remember, but I made a post a while back asking about the whistle type that Cab Forwards used? You guys told me it was an SP 6 chime. However it sounds completely different on SP 2472 than when SP 4449 used it. When 4449 used an SP 6 chime, it sounded EXACTLY like the Cab Forwards. Im wondering if this is due to boiler pressure differences?
