Originally it sounded like these restrictions applied only to the IC and South Shore since both of these lines pass directly under McCormick Place, site of the "meetings". During "negotiations" with the TSA, Metra made it clear that these two lines would run during the meetings. Hence the cited restrictions. Apparently, according to the wife's experience, these restrictions are Metra wide.
