UP owns all the track and subdivisions from Tehama, CA all the way down to Los Banos, CA and everything in between including the Napa Junction Line. Yes UP is showing interest in taking over the line operating wise, and yes they are talking about upgrading the West Valley Line to 50MPH to handle thru trains when needed, but what they will do is unclear at the moment. The contract is up sometime in 2013, January 1st if I recall correctly.
