The green concept of carbon neutral steam production may be the ultimate goal here. A steam locomotive would be the logical test bed as it is portable and self contained as a machine.
True, a railroad would be crazy to return to external combustion as a main motive power purely from a standpoint of basic operating economics. The only way I can see this as being even remotely do able is Steam-Turbine-Electric with modern control and traction motors. The reciprocating to rotary style of engine is TOO maintenance dependent. A boiler is simple to maintain in comparison, especially using modern materials and welding .
