That is the East Bay Municipal Water District (EBMUD or "East Bay MUD") pipeline ROW. West of Stockton along the South side of the BNSF you can see the two large pipes runing above ground accross the Delta and into Contra Cost county.

The pipeline originates at the Pardee Reservoir in the Sierra foothills and flows to San Pablo Dam Reservoir. Do a bit of "Googling" on EBMUD pipelines for additional info.

The reason the surface is barren of any type of structure is that EBMUD needs unencumbered access to the pipeline should a break of any type be detected. Obviously grass, sidewalks, and pavement can be ripped up in minutes - about the same for any type of dwelling or business structure . .

Never has been a RR ROW and never will be.
