Shutdown of ABS on the Pasadena Sub

Does anyone know when the ABS was deactivated on the Pasadena Sub, I heard the San Gabriel DS mention it the other day as he had to flag trains west through CP Cambridge because his computer was showing a track light between CP Cambridge and Signal 1061. Everything that needed to acess the Pasadena Sub Has been flagging CP Cambridge for awhile now. Other boards like Trainorders are now lighting up about the signals all showing green at first and later showing red as the AC has been shut off and the backup batteries are being drained.
