The Novato article is clearly a press release from the Novato mayor. Period. No reporting required. However, in the comments to the article, methinks Mr. Cleek doth protest too much.

While the "repairs" probably are covered (probably, not certainly - that's a question of fact and law for the court to decide now that the suits are filed) under the usual rr exemptions from environmental requirements, some of the comments *are* a bit over the top. "Dangerous condition" == "Storm Damage"!?! NOT! Yes, storm damage did stupefy the north end, and may keep it asleep for a long time at least as a through operation. But the south end operation certainly was stopped due to dangerous condition of the r/w and signals (i.e. not working) not due to storm damage. Anyway, the lawsuits have been filed; let's see if NCRA has enough money left to buy a halfway decent lawyer...
