Eugene will stall on almost every issue, allowing for public response, arguements, committee research reports, surveys, more committee meetings, law suits, political rhetoric and general bs., then try to get up into everybody's business with permits, inspections, red flags, fines, boycotts, etc. When I worked in the sawmills, we had to put nets over all chip cars before SP would pull them off our spurs. Too many chips along the roads and crossings, and that was OK. It is the shipper's responsibility to contain the load. This protest here in Eugene is not just the dust, it is also about using coal to start with. The whole climate change thing and associated problems. The train is just a good, big target for them to protest against everything they don't like.
