My recollection is that it had to do only with upgrades to the grade crossing signals on the former SF&NV portion of the line (once owned and rebuilt by the U.S. Government) between the Mare Island Causeway and the connection with the CFNR Vallejo Subdivision (ex-SP) at Flosden, on Vallejo's north side. There have never been any flashers / gates at any of the crossings on the island proper.
