They were common on NWP-assigned SD7s during that period. SW8s and SW900s assigned to the NWP also had an external spark arrestor.

No, but they didn't need to, because both Willits and Eureka were servicing locations for road units. (Units on locals such as this one were fueled differently.) It's a 1200 gallon tank, by the way.
