Western Coal-fired generating - roundup?

Subject was making way down the page, caught it late:
So WA, ID, OR, CA, and NV are all nixing new coal-fired capacity, and / or mandating utility clean-electron purchasing? (corrections welcome)
That leaves MT, WY, UT, and AZ to sell a lot of it to these states, at least so long as they don't join the cause.
But a question - don't these laws interfere with interstate commerce - specifically the inter-state sale and transport of electrical current?
Remarkably the more inane focus on CO2 this country presumably makes, the sooner the day of competitive clean coal burning. Coal is a beautiful mineral, packed with BTU's, plentiful, and residing near the surface of the gracious State of Wyoming... Won't they love that green power - and here they were trying to take a swipe at American consumption. Since wind power is so subject to cycles of nature, increasing consumption will require greater base load capacity.
Incidentally - should anyone object - this subject is clearly related to future significant tonnage in western coal movements to some seriously-proposed clean coal plants. Bring on the drags up Mullan and Sherman, across the New Mexico high land...
