I was pretty much under the impression that Amtrak was more or less resigned to having to reroute over the Belen cutoff. They would pick up Amarillo, and could probably shave some time off of the schedule. The only thing that might save Raton, is if Colorado, and New Mexico buy the line with the possibility of high speed rail service along the front range.
