For low-speed use with trolley poles, the wire doesn't need a lot of tension.

Several STB notices over the last couple of months indicate that the line is being tranferred to a Progressive Rail subsidiary. No details regarding what happens with the traction equipment, but a good guess would be parking in favor of a diesl brought in from elsewhere. Wonder if there's a local paper with a web site and a little more info?
