Yes, UP Los Angeles Area Timetable #4 is still currently in effect.
As for the Stanton Industrial Lead, UP System Special Instrcutions, Effective Friday, April 20, 2012 spells out the speed for all Industrial Leads on UP as follows: "Item 2 Speed Restrictions, Item 2-A Maximum Speeds: General, Item 6 Tracks other than Main tracks and sidings........... 10 MPH". It should also be noted that Rule 1.3.1 (Rules, Regulations and Instructions) the "Issued, Canceled, or Modified" explanation in UP System Special Instructions says that "When there is a conflict, subdivision special instructions take precedence over system special instructions." So if the Timetable shows an Industrial Lead as 15 or 20 MPH, then you can go faster than the system standard of 10 MPH.
