FWIW I have lived in Wallowa County for over 50 years. We have a lot of sagebrush. It is generally not the shoulder high variety, but it can in fact be found scattered throughout the area generally in non irrigated areas. If you simply drive from Enterprise to Joseph, you will see in along the dry hill just East of town. I have seen sage brush up a tributary of Hurricane Crk. Canyon at something on the order of the 6000' elevation level on a large S.facing slope. The Hells Canyon country on the far East side of the County has lots of it growing around the rim rocks. The green map is inaccurate in that it shows gray along the East boarder and to the N. corner which has a good deal out in the canyon country. I am quite sure you will find it amongst the pines in the Wallowa River Canyon where the WURA ROW is. So since this is apparently the horticulture/silvaculture discussion board, lets talk about native conifers....just kidding.
Nothing of note to this bystander seems to be happening with the rr here. The yellow highrail boom truck has been sitting in Enterprise for a few weeks in the same spot. In Elgin the equipment appears to not have moved in some time. Rumor has it an FRA inspection found a lot of defects on the upper end of the line. The person that told me about it referred to them as violations which may be correct as a few passenger runs were made Joseph to Enterprise. FWIW the new depot in Elgin looks pretty nice. Hope it proves it's worth to the area in some manner that involves the arrival and departure of trains.
