The Chinese need to build the "fastest" train, because of political or nationalistic egotism, rather than one based on travel demands and safe operational parameters, is exactly the same Freudian "fixation" that the California Governator adn the former politicians, who ran this scam until recently, seem to have suffered from.
While I've seen some degree of sense restored under Brown's folks, the basic failed planning that they were stuck with, and the ludicrous politically driven performance requirements, are still in place. Until these costly and poorly thought out "ego driven" performance requirements are modified to reflect real mobility needs and proper cost benefit analysis, we are not going to be "shovel ready" for anything, except maybe, for the lawyers who will be fully employed shoveling a lot of manure in court dealing with the lawsuits.
