The trucking industry may very well be doing more damage to the roads than they are paying in taxes and fees. But a freight rr on taxpayer life support is a poor allocation of transport funds. John Q. Public cannot drive on the NCRA-NWP and altho he is a paying "stakeholder" has no say on the payroll at either the NWP or SMART.

Population growth and urbanization so overwhelm any "savings in fuel and pollution that freight is bringing" it is hardly worth discussing. Agriculture in Sonoma County faces a very sketchy future at best. Or even in the San Joaquin Valley where huge chunks of farmland are now under tracts, shopping malls, and freeways.

The highest and best use of the NWP ROW is electric light rail, sans freight.
