Not so sure bout that. And at any rate it seems like rule 1.1.1 should be observed, especially long hood forward. And furthermore, does it not look like the guy on the front deck is motioning for a car on the side closest to the photographer to stop? If that's the case then even if I'm wrong here the horn must be sounded at private crossings when cars are present...
