The graphic designer in question probably just pulled up a map of existing U.S. Railroads and traced it. Note how the Portland-Sacramento section seems to smack head-on into the Siskiyous, which Espee barely tamed with the Cantara Loops. Salt Lake-Green River (and its affiliated, high-altitude and high-cost crossing of the Rockies) makes no sense, and besides there would be a smoother summit over Sherman Hill, with a junction to Denver and points south at Cheyenne.
Of course, I know nothing of the nuts 'n bolts of demand forecasting myself at the present, so I should seriously shut up and stop drawing lines on a map like the designer in OP's post.
