Better to beg forgiveness then to ask for permission is a phrase I'm acquainted with thanks in part to those who abuse authority that they do not have to begin with. I once got permission to take train pictures from the platform of a certain station along the NEC but as an Acela approached, my shot was blocked and the security officer said, you can take pictures of any train but the Acela. Uh, right.
