I assume you mean the load of steel right behind 1617. Destined for the Geiger spur.
The first picture was taken at Hite WA. Likely the only time well cars and steel loads went this far west! The problem was that these cars arrived in Cheney at a time when any extra power was further west and there was no easy way to get them out of the way in the clear. The best solution was to have a westbound empty grain train take them to Hite, location of the first siding with a switch opening to the west. The problem was rectified as soon as 1617 was in a position to do something about it.
