There are several parts to the fine print in Prop 1A. So this is going to be a lawyers dream. After hours of exhausting reading this week, of the so-called Draft State Rail Plan, my conclusions is "who knows" what the CAHSRA is trying to do, or how exactly the proposed "pieces" of the purported State Rail "Plan" really relates to the ludicrous promises made to voters and taxpayers by the Governator or Kopp?

The SRP and CHSRA are committed to a "blended" approach, which remains largely a set of undefined promises to be more cooperative with local agencies, and which implies an "interim" system approach that cannot possibly meet the ludicrous 2:45 LAX-SFO, yet they are still committed to a gold plated design for 200+ operation, regardless of cost or benefit, on an initial investment in an "operable segment" that has no plans for what, if any operations will be operated.

CHSRA management seems politically trapped, and has been unable to come to grips with the fact that the original Morshed-Kopp vision for this excessively costly and bloated fiasco that largely fails to meet California's real travel needs. Caltrans Draft State Rail Plan also fails to provide any reality check, and is a hollow document, containing more of the same, without any real rationale, or transportation problem statement, as to why or how any of this meets our transportation needs, in a cost effective, and affordable way.
