There still is no real plan for HSR and there is also, after the waste of even more public money, no real State Rail Plan from Division of Fail to reconcile this mess.
Jeff Morales appears to be unable to change much. He has added a small cadre of competent staff, but little else has been accomplished, and the political establishment still do not see this poorly planned and wasteful project as a significant problem. The lawsuits and legal requirements are real, the currently proposed system fails to meet any of our real r.ail passenger demands, the designs are bloated, costly, and wasteful, and yet, the sense of unreality is undiminished at CHSRA.
I believe that with the recent hearings you are hearing some back room rumblings. Unfortunately, a course correction has not been forthcoming. The State Rail Plan was supposed to describe the "blended" approach. But, if you thought the planning at CHSRA was worthless, then you have not had time to read over five hundred pages of State Rail Plan, which fails to define the transportation needs to be served, or to give any real guidance on how the passenger component ever comes together in a single vision.
Those who believe in the BART conspiracy understand everything about this, because the tinfoil hat explains it all, the rest of us, who may actually support a first world rail passenger system for CA, not just some useless contract steering boondoggle, sit here dumbfounded.
