I didn't see any such signs in 2010 or 2011. (I can't say for certain that there were no such signs, merely that I didn't see them.)

But even if the rocks are closed, you can get a nice low shot from that side of the river (the east side). It's an interesting shot with green grass, cottonwood trees, the river, and the railroad against the far wall of the Narrows.
