Why there are not covered coal hoppers...this question has puzzled me as well. I believe there are viable engineering solutions. The usual suspect I'm sure is additional capital cost, though it has been reported the railroads have spent significant maintenance dollars dealing with coal dust fouled ballast so I would figure spending a few more dollars on "clean railcar technology" would have been saved money in the long run.

I think the bigger problem faced by railroads and coal shippers is the anti-coal, anti-CO2 emission, global warming movement, coal dust is a perfect card in their deck of cards to pull for their cause.
