Having to work with GIS-derived data most days (not in rail) ... agree that the precision isn't as great as the salespeople claim, and even to get what we have takes huge amounts of work both to generate the data and to CHECK IT!
Then there's the GPS component - which will need to be significantly supplemented with local stations in rough terrain and urban areas, and of course in tunnels. Ask NextBus users how reliable the GPS locators on buses are (not bad actually, but nowhere near 100%), even in suburban areas without much interference.
I suspect that if initial PTC rollout is mainly an overlay on existing signals it'll mostly work OK. Call it hi-tech ATS. Considering the hardware and maintenance needs for old-style ATS, that's probably a Good Thing. Going beyond that into control systems that would make it worthwhile in improving train ops I agree that the data issues will be (ARE!) huge. Interesting concept: qualifying the trains, not just the engineers...
