Because it was built in Sacramento CA by Siemens. As the first one of the order, it has to go to Pueblo CO for testing then to the NEC for use. Production models will presumably just go to some Amtrak shop on the NEC for final setup.

Much news coverage of the rollout was noted here last week. Now some of us are just wondering why such a roundabout and lengthy trip.
