Some just don't get it even officials break the rules. An official at a small Railroad told me he was exempt from the cell phone rule even while he was operating a locomotive and/or train. Noting that he was an official first even though he was (witnessed) actively operating a locomotive as an engineer and talking on his cell phone at the same time.
