The US agency NOAA (National Oceans and Atmospheric Administration) publishes a document listing distances between various US ports. In this document, the Texas ports are part of the Atlantic Ocean ports. More here:

I'm not surprised that many don't see Texas ports as being part of the Atlantic Ocean. My initial post suggested as much.
