Santa Fe locomotives in Sac

Yesterday as we were coming back from Tahoe on 50 just before the interchange with 80 I spotted what looked like some steam locomotives just at the edge of view. Either decked out in primer or heavily rusted. Are those the 2 the Santa Fe donated to the CSRM?
If so what gives? Is Jerry Brown waiting for the scrap price to go up?
Now here is a really crazy idea, or maybe not entirely. This has to do with SMART. Apparently, if I read the newspaper item correctly, Caltrans plans to entirely replace the 101 river crossing in Petaluma. This was originally constructed in 1967 with subsequent earthquake retrofitting.
Here's my nutty proposal. If SMART were electric light rail would it possible to save and use one of the freeway bridges to cross the Petaluma river at high level? With some very sneaky and creative engineering and some short viaducts.
Of course with loser heavy freight you can't do squat. Just imagining.
