What makes NCRA-NWP a loser is that there is not enough business to pay for the MOW. The SP recognized this even tho at one time not long ago the Eureka branch was very profitable. And it is only going to get worse as ritchie riches and yuppies move into the area. Real sgriculture does not stand a chance - vineyards are not going to need grain elevators. Subsidized freight is not fair to the truckers. Subsidized mass transit is another matter as it really does take cars off the roads and is a direct social benefit. Giving money to NCRA-NWP is giving money to a select group of private hands.
Without FRA-AAR heavy freight grade separation with steep ramps that freight cannot handle could be and should be done incrementally. Downtown San Rafael needs this very badly.
So, IMHO, to hell with Doug Bosco and his NWP and SMART Bugatti doodlebug insiders. SMART is going to bleed losses and will try to grab subsidy money from other transit ops. BART is the great teacher, the master at stealing other transit agencies lunch money.
