It makes sense that the tractive effort would reduce as you burned fuel and water on longer runs. However, for maintenance one could see where each locomotive could have either driving set and its associated tank replaced independently allowing for less down time when something breaks (just an idea). Just keep a spare ready and you could be good to go, sort of a modular loco.
