Did anyone mention anything about pool miles regulation? That has more influence on how much time off at home than any other factor. Keep in mind, there are many who DON'T want more time off at home...pool freight is paid by the mile or trip. No guarantee wages like the extra board, so more trips equals more money.
With a two-end pool, the other end has to agree to a balance of miles. More complications, and mileage equalization payments are required.
By the way, the RIC/FRS pools are Active/Inactive for Engineers only. Trainmen have a 2:1 ratio. Somewhat different, but worked fine until the BNSF decided to eliminate the Mark-Up Board.
