BN loco at UP Eugene?

Does anyone know the story of the 'whiteface' BN loco parked for the last month or so just south of the old SP machine shop in Eugene Yard? It sat idling for about a week, I was told, but now is shut down. It is parked where the Coos Bay RL, and CORP, tie up once in a while. I have not gotten close enough to really get a good look, but I think the number is 3143. Is it a new unit for the CBRL? I heard they were getting another GP, but they have been painted blue before delivery to Eugene.
