The point is to (A) handle such issues on a state/regional level (leaving the feds out of it), and (B) make it worth MRL's or a third party's time to make such an investment. There isn't going to be any expansion of Amtrak in the foreseeable future since it's such a money pit per it's federal characteristics. Might as well start barking up some other tree if it's true that a majority of Montanans want more access to passenger rail service.
