I see your point but I thought it said on a MAIN track. And we all know that a train in a yard or on a siding can't roll through a trailing point switch that is lined against it. Oh wait--that applies to model trains. Sometimes.
So while it would be a good idea to not leave hazmat unattended out in the country (especially on a grade) I think the rule and even the practicality of implementation are not adequate.
