You did miss something; according to those same documents, he was receiving instructions from RENFE staff at the time.

Didn't he have radio communications with the dispatcher? Isn't he supposed to get instructions directly from the dispatcher? And aren't there supposed to be safety systems in place that would slow or stop the train (as one "train expert" pointed out in another BBC article)? Seems to me it's not just the engineer who's at fault here (not by a long shot)...
