There are four classifications of "Locomotive Engineer Certificates"...ST: Student; YD: Yard and TS: Train Service. The fourth, or DSLE: Designated Supervisor of Locomotive Engineers, is todays equivalent of the former RFE: Road Foreman of Engines.
The ST allows one to operate a locomotive under DIRECT SUPERVISION of a licensed engineer in any capacity; however the YD classification is limited to yard switching or hosteling within a terminal.
All railroads were required to develop and have FRA approval of their own version of licensing so long as it complied with the regulations of 49CFR 240.223.
The various academies can train future employees to become engineers but the Certificate is issued by the employing railroad.
