The cop at the seen said "Make Sure all Train Traffic is stopped"
1) I think the railroad already did that when the train crew informed them they were on the ground due to the bus slamming into them
2) Single track showing occupancy would assure all train traffic is stopped
3) Kinda hard to get anything past the consist on the ground blocking single track!
