I think what Caltrain wants is off the shelf EMU from Europe.

Cheaper,faster to produce off the shelf item. They are lighter weight and are proven.
Several companies make them, so bids could go lower, then trying to make one to pass the US requirements.

Just look at the Acela's. Way overweight and purchase costs, never mind higher operating cost for electricity and track .
