UPP 210 Mobile laboratory

Greetings all,
I took pics of a UP (yellow) "Mobile Laboratory" car UPP210 in Colfax today as it was on the tail of eastbound Amtrak #6 California Zephyr. And that was not an error in my typing, there are 2 "Ps". It is a beautiful ex-coach (looks like fresh paint too) with solar panels all over the roof and a 3 window long cupola.

What is this car? Several other sites never identify the car other than it being in Cheyenne in 2011 and 2012. Most figured it was just an old Dyno car.
