Do Not Enter

Spent the AM 1/2 listening to the scanner.
A thru freight was directed to pick up a loco en-route.
No problem... until the crew member went back to check the units "set-up".
The cab was locked and the was a "Do Not Enter" sign on the door.
The crew man didn't want to touch this issue.
It took the disp and the Corridor Manager to convince the crew man to actually open, and I assume enter, the unit.
No further chit-chat, so I guess things worked out OK... but,
why would a sign "Do not Enter" be posted on a loco?
