Having spoken up, I decided to look it up. Here's what SP said in Oregon Division Timetable #11 of 4-26-81:

Between Cornutt and Hugo--no woodchip cars of certain SP classes, no cars marked "Exceeds Plate C" or "Excess Height," no cars 85 feet or longer (with a few exceptions).

Between Ashland and Hilt--no woodchip cars of certain SP and APA classes, no cars marked "Exceeds Plate C" or "Excess Height," no closed cars 60 feet or longer (except certain reefers), no cars 85 feet or longer (with a few exceptions), "Plate C" bulkhead flats 60 feet or longer only with special clearance.

AND . . . Between Hilt and Cornutt--no UP 25000-series cabooses.
