If I recall correctly, BOB R is absolutely right.
Much of the funding and funding authority for these investments for "private sector" railroads was already available through the SAFETEA passed by a Republican Congress in 2005 and signed by Bush, and essentially extended in the two year bi partisan bill compromise in 2012 by Obama. These are through things like Tiger Grants.
I do seem to recall that some enhanced funding was also made available to "push" some of these projects in the "Recovery" act stimulus funding bills.
