Additional information on various news reports and blogs -

They had recently received about two feet of snow, and temperature was just below zero.

News reports quoting CN are that 76 of the 107 cars on the train derailed, and another 17 on an adjacent track.

DMIR used the "Orinoco" arrangement of a dual braking system using straight air and the standard brake pipe, but the engines and cars must all be equipped with this system. I don't know if CN continued its use. This system improves brake capability on steep grades, but does not eliminate the possibility of a runaway.
