In my opinion, this is still somewhat of an overreaction by the FRA when compared to previous incidents. While hitting a 30 mph curve at 78 mph, the resulting loss of life and injuries is unforgiveable, historically an incident such as this typically did not result in an Emergency Order or recommendation to discuss this with every train crew in the United States.
We usually don't see such of a reaction unless there has been similar incidents within the previous year or numerous major accidents in a short time span. The Federal Register just published the Emergency Order:
