I am not a locomotive engineer. I am not a conductor. I have never worked in train service, or for a railroad for that matter. I do not have experience running trains. I have never been a dispatcher. With that disclaimer out of the way...
What the HELL was this crew/dispatcher thinking letting this train move again after, if I read that correctly, they went 4 miles at 40 MPH with emergency brakes applied? How was that decision in any way shape or form a safe/good one? To me (again no experience here) that first near miss says something is very wrong with your brakes, and you should not move again until you know what the problem is and have it fixed.
