We "train people" have learned a lot.........but the main issue for most of these operations is they cannot justify the private ownership of these rail lines so a public/private partnership is the only way they can even exist. Believe me if we could all own our entire infrastructure we'd be much happier campers. Lucky are the tourist RR's or museum's that own and control all their infrastructure......the one's that are at the mercy of a public or third party owner just have to make the best of it they can as in most cases there's nothing else they can do.
