According to what I saw and another railfan told me, UP had the line tied up due to a signal issue at the west switch of Bridval siding.. A few trains between Troutdale and The Dalles had dead or no crew on them.

BTW, the UP Rio Grande (UP 1989) heritage unit was spotted as the sole DPU of an e/b manifest train at Sandy siding waiting for the congestion to clear.. My guess is that UP 1989 might be at Hinkle diesel shop..
